the ordinary minister of confirmation is the bishop or a priest he delegates. If there are a great number of candidates he may delegate priests to assist (as is done when adult Catholics are confirmed in this diocese on Pentecost). He can also delegate senior priests, the deans, or the pastors to confirm youth if there are a great number of parishes to visit. Here he would be doing 2 parishes a week year-round if he did it all himself, so he delgates the deans to assist with youth Confirmations, but he still does the majority, and makes sure he comes to each parish in person at least every other year. it is the practice here that the delegate priest does not confirm in his own parish. This is all up to the bishop.
The priest who baptizes adults at the Easter Vigil or another time must confirm at the same time and automatically has the faculty to do so. Whether or not he has the faculty to confirm baptized adults at the Easter Vigil is up to the local bishop. Here the answer is no, unless the adult is a baptized non-Catholic making a profession of faith and seeking full communion with the Catholic Church.
