I am contemplating switching to a parish that distributes Communion via Intinction (hope this is the proper way to express this). The Communicant comes forward kneels on a kneeler and the Priest, no EME’s, dips the Host and say’s “The Body and Blood of Christ”. Is this practice allowed according to the GIRM or Canon Law? I like this because there is no recieving on the hand.

Yes, intinction is permissible. Self-intinction, for those who may have encountered it, which is where the communicant dips his own host into the precious blood, is not allowed.
