You start with contacting your parish priest or the Vocations director in the diocese where you live. They have the responsibility to guide you in a possible vocation to the priesthood. If you are considering religious life then you could also contact the Vocations director of the order you are interested in.
The bishops are the ones who decide if you are going to be sent to another diocese. The Superior of the religious order is also the one who could send you to another area of their order.
