He was telling the widowed Bishops that they could no remarry. Celibacy is only a disciplary measure in the Roman Rite.
 
Think about it practically. Christianity was a baby religion. Most of the people being converted into would already be married. So naturally, in the beginning, many Church leaders would also be married. The Church’s main concerns were spreading the gospel, surviving persecution and the salvation of souls. Church discipline would have been very low on the list, though Paul did take the time to address it when he said that those serving God should be celibate. But considering that many problems the early Church had (persecution and rising heresies being chief among them) it’s not surprising that it took a while before the Church was able to sit back comfortably and think about things like discipline.

I know St. Peter was married…when did celibacy as a requirenment for celgery announced? What about the words of St. Paul about the Bishop’s family? Isn’t celibacy constracting the words of St. Paul?

Firstly St Paul considers celibacy to be a gift and wished everyone would be as he is as it is a good thing. Secondly Paul recommends celibacy for clergymen in the Church so that they are able to focus entirely upon God and the Church. He “who refrains from marriage will do better.” Lastly, Paul teaches that it is ‘well for a man not to touch a woman’.

This is the choice that the Catholic priests of the Roman/Latin rite freely make.

Isn’t celibacy a requirenment for priests and not an option?
