As to the original question, the parents need approach the parish priest for guidance. Insufficient information has been related to prudently say more, and there needs to be a discussion in regard to a baptized minor (with the use of reason but under the age of 14) seeking full communion with the Catholic Church, especially sua sponte. This would pertain to the child, the parents, and the parish priest.
(As to the side issue only, it is true that some aspects of the law are clear regarding the presbyter’s faculty to confirm and the requirement to use it on the basis of cc. 883, 2º and 885 §2. However other aspects in law do involve a deliberation about its administration on the basis of cc. 898 §2 and 843 §1. These involve several factors that can be read in those canons.
(Parents may present a validly baptized child who has not attained the use of reason for reception into the Church, and certainly, there are some recognized means to do this, including the Rite of Bringing a Baptized Child to the Church (nn. 165-185) . It is not the only way to achieve the adscription of a such a person into the Church though. Canonists would recognize a declaration of the parents to the parish priest (pastor or his delegate) that they intend to raise the child Catholic, and this would be recorded in the parochial register. After the age of reason is reached, though, we would turn to what is provided for the case of an adult.)
