In 2 Kings ~20 it describes the illness of Hezekiah and the fact that God will show him a sign that he will be healed. The sign He uses for which Isiah calls down is for " he brought the shadow ten degrees backwards, by which it had gone down the dial of Ahaz." (King James) or in other Bibles is describes the shadow retreating back up the stairs.

Does this refer to time going backwards as the sun reverses course and begins to rise again in the sky after it had been setting?

If time had gone backwards nobody would have noticed. also since it does not mention the sun it would be speculation to assume this was a retrograde motion of the sun. Scripture says that God made a SHADOW move. How and by what mechanism He caused the shadow to move is not mentioned. It could very well have been a gradual retrograde motion, but we cant know.
