Actually I think he was referencing the Jews, and most specifically, his own lifestyle before His conversion.

For Paul, there was only One Church, One Faith, One Body of Christ. All who were not in unity were external to it. Paul battled with philosophers, Greeks, especially, who liked to debate ideas, but the idea of a spiritual conversion was foreign to them.

Timothy was the young Bishop of Ephesus, about which there are many historical references in the book of Acts.

"How many crimes are covered with the cloak of knowledge, and the exterior of piety, and what mischief arises to religion from such base and hypocritical conduct: it cannot be too severely attacked, as we see in Christ’s comportment towards the Pharisees. " (St. John Chrysostom, Theophylactus, &c.) —
