Because the laity have no power in the Roman Catholic Church. Give them so real responsibility / power and then you can blame them as much as the clerics.
 
And then we can be just as devisive as other religions where the congregations decides everything including the preaching and can toss the padre out if they have disagreements. The only ones I would trust as laity would be Catholic professors at Universities and Canon Lawyers who are also civil bar certified laywers in their state
 
In the gospels Jesus showed His love for all people, but gave a very significant time to formation of a specific, visible leadership group. In the Acts of the Apostles (!) and other early documents the role of this leadership group was maintained.

Among the laity I know, or know about the percentage who have major personal, spiritual and doctrinal issues is much higher than among priests and bishops.

Yes, I believe in One, Holy, Catholic and Apostolic Church.

If we do His Will, then we will know His Doctrine (John 7:17).

Jesus Christ has One Body, His Church.
