  3. Talk to the pastor.
  4. Other steps (I am sure the thread will offer some)

Why reinvent the wheel?
Get involved with St. Vincent de Paul. Their clients are predominantly people from other faiths or unchurched.
 
I would suggest having some sort of plan or goal.

I don’t know how things are in your part of the world, but we have small parishes, so our small lay evangelisation group is from 6 parishes and one cathedral. The group reports to our pastoral strategy group (headed by a priest) and has a parish priest involved (Eucharist Adoration and advice). Our evenings generally follow a structured pattern and any activity is submitted for approval to both the strategy group and the priest of the parish where we meet. The group is currently praying a living rosary as part of the discerning about holding a Night Fever event next year.

PS. We don’t have Vincent de Paul or anything similar in the area to join onto.

You may want to look into the Legion of Mary. Even if they do not have groups in your area, you can get some ideas about their evangelization activities to get you started.
 
As Corki stated, look into the Legion of Mary, the Holy Name Society, etc.

It depends on your resources. You cannot do things with what you do not have.

So what do you have in your parish? What are your resources there? Who are in the know or something that they know? It is good to start with what you have or if you have new ideas, think whether they are doable in your parish. And do not forget the parish priest - you are going to need his support and blessing in what you form or do in the parish.

1st Get permission from your pastor

2nd ask for volunteers

3rd Brainstorm

4th go out only in pairs [the LDS do so for very good reasons]

5th Pray much!

6th Be informed and factual & always charitable. Be welcoming!

7th Understand that Conversions ARE God’s exclusive-domain. So don’t get discouraged
