About Michael the Archangel

It is commonly believed that Michael the Archangel leads 2/3 of the angels in the Heaven to drive out satan and his companions. However, according to St. Augustine, archangels are only the second rank from the bottom. How can the second-from-the-bottom ranked angel leads the upper ranked angels?

Also, it is stated too that satan was the highest angel. Is it safe to categorized him as a fallen seraph?
 
According to one tradition, St. Michael is indeed a seraph. In this case the title “archangel” is to be taken in the literal sense as in “the chief angel”, not his specific rank.
