Abuse tonight at Mass?

We had a fill in priest tonight at mass, I was wondering if this is permitted. After holy communion was given the priest sat down and a lay person washed out the chalice with holy water and cleaned the cups. “While the priest sat and watched” Is this permitted? I saw a couple of people shaking their heads
 
Up until March of last year this was allowed, as the Vatican had given the United States an indult. The indult ran out and was not renewed, so the priest should clense the vessels.
