Yes, I am an instituted lector.
Virtually every diocese would institute some, since it is required before ordination as a deacon or bishop. Dioceses that instituted men not preparing for ordination include: Cardinal Pell’s diocese of Sydney, Australia (at least for acolytes) and Bishop Robert Vasa’s Diocese of Baker, USA.
A man can be instituted both as a lector and acolyte. In fact it is required that one receive both before ordination. But the two ministries should not be received in the one ceremony, since the 1972 Motu Proprio Ministeria Quaedam has:
“10. An interval, determined by the Holy See or the conferences of bishops, shall be observed between the conferring of the ministries of reader and acolyte whenever more than one ministry is conferred on the same person.”
