Administering sacraments in the EF?

Could someone clairify this for me?

Summorum Pontificum states in Art. IX that pastors can grant permision to use the earlier rituals for the administration of the sacraments of Baptism, Marriage,Penace and Annointing of the sick.

Does this mean that any diocesan priest, who is not a pastor, canot use the old forms of the sacraments without permision of his pastor?

This Question is directed primarily toward the sacraments of Penance and Anointing of the Sick, but I would like clairification on the others as well if possible.

The permission is needed to any administration of the sacraments. This can be implicit (assumed) if the priest has jurisdiction in the diocese. except for marriage.

permision from ordinary or pastor?
 
Any priest needs permission from the Pastor, unless he is the Pastor. The Pastor does not need the permission of his Ordinary to say the 1962 Mass of administer its Sacraments.

However, prudence would tell any half-way intelligent person to always let his boss know whats happening.
