Adoption of frozen embryos

I heard on a podcast of Catholic Answers Live that the Church’s position is that it would be wrong, for various reasons, to adopt frozen embryos and act as surrogate mother. I am aware of the Church’s stance against IVF, etc , and the reasons for it, but I’m sure I heard before that these “snowflake babies” were special cases and adopting them would be an act of charity. Does anyone know where I might have heard this?

“It has also been proposed, solely in order to allow human beings to be born who are otherwise condemned to destruction, that there could be a form of “prenatal adoption”. This proposal, praiseworthy with regard to the intention of respecting and defending human life, presents however various problems not dissimilar to those mentioned above.”

This is a little disappointing for me because I was hoping (before I had a hysterectomy last year) that we might be able to adopt one of these embryos, however, I understand why it couldn’t be approved.
