All Saint's Day/New Liturgical Translations

I thought I’d kill two birds with one stone and address two issues that have been on my mind in one thread.

First of all, I’ve been looking ahead in the liturgical calendar and noticed that this year All Souls Day falls on a Sunday. In the LOTH it says that the office prayed on that day should not be the Office of the Dead but the Office of that current Sunday in Ordinary Time. Does this mean that not in any circumstances can one pray the Office for the Dead on that day?

My second question was: now that the Roman Missal has begun to be translated into English in compliance with the official Latin translations (even though the Proper prayers have yet to be agreed on with consensus) will the Divine Office also be re-translated to reflect the more correct prayers of the Roman Missal?
 
My understanding is that if 2 Nov fell on a Sunday, All Souls (along with the Office of the Dead) was transferred to Monday, even before V2.

I should THINK there would be a new translation of the Divine Office to make it consistent with the Missal, but you never know.

All Souls will be observed on Sunday, November 2. The Sunday masses, as well as the anticipatory mass, will observe the commemoration of all the faithful departed.
