? All Saints Day, not Holy Day of Obligation?

In our church bulletin this sunday it said because All Saints Day is on Monday this year it is not a Holy Day of Obligation. I am confused about this does anyone know if this is true?
 
The obligation is fulfilled by the Sunday Mass. However, what’s to stop you going to Mass on Monday?
 
Nothing I want to go, but I don’t understand because they are two separate masses in other words it’s not like Saturday Vigil Mass is to Sunday Mass. by the way I converted 3 years ago so there are things I don’t know
 
From the USCCB web site:
Whenever January 1, the solemnity of Mary, Mother of God, or August 15, the solemnity of the Assumption, or November 1, the solemnity of All Saints, falls on a Saturday or on a Monday, the precept to attend Mass is abrogated.
