If feel like you are committing a sin- but then only a minute or so later you have a huge wave of regret and realization- did you sin in the first place?

Let me get this straight – you feel like you are committing a sin at the time your doing it, and after you’ve done it you feel regret?

Yes – that’s almost the definition of sin. Done knowingly and deliberately. The regret doesn’t give absolution.
 
Well I gues I didn’t specify enough- I’m referring more to an an ‘insufficent reflection’ kind of situation.
 
I’ve committed a lot of sins without sufficient reflection. I never took that to mean that I didn’t have to confess them and seek absolution.

By the way, it doesn’t matter what one feels about a sin. A sin is a sin regardless of emotions.
 
Your regret shows that you have a conscience, and I believe that this is the Holy Spirit pointing out our errors to us. It is at this point that we need to say, mea culpa, and confess to God our promise to me mindful of this.
