My bishop recommends that we all say the Angelus prayer at noon. Is this simply because it is easier to pray when it is scheduled or is it that the Angelus is supposed to be prayed at that specific hour?
 
The Angelus is meant to be prayed at noon. In the middle of the day, we celebrate the “high point” of all human history, which is the Incarnation.

6 AM, Noon, and 6 PM are the times. Fr. John A. Hardon SJ said we should say the Angelus at least once a day!. God Bless, Memaw
 
I remember reading how it used to be
in rural Quebec they rang the church
bells at noon to pause the laborers in
the fields to pray the Angelus!!!
 
There is a parish near me in the town center that recites the Angelus at Noon and rings the church bells while doing so. At my parish, we chant it at the end of Ordinariate Masses (on Sunday at about 12:15pm and on Wednesday at about 11:15am). Of course, you can say it whenever you like. I often say (or sing) the Angelus before going to bed, which is much later than 6pm.
