My friend is in RCIA, her husband is not. The husband has been divorced once.

If the husband isn’t joining the Church, and my friend has only been married once, does HE need to seek an annulment for HER to enter the Church?

this question should have been resolved when your friend began the RCIA program and explained her personal situation to the priest. No she cannot proceed with reception into the Church until her marriage has been examined. Her husband is divorced w/o annulment which means, until proven otherwise, that he is still married to his first wife, and therefore, your friend is actually objectively in an invalid marriage. She should see her priest immediately and get counsel for her individual marriage situation. annulment questions in general are discussed on the liturgy and sacraments forum and that is a good place to do a search on the topic for discussions on issues that will arise. repeat there is no way advice here can solve her issue, she needs to see her priest now.
 
Yes, an annulment on his part would be necessary. I assume this was your friends first marriage. If not, she would have to look into this also. If his first marriage is considered valid by the tribunal, than it would not be annulable.

short answer, if he has been married before and divorced, his first marriage is recognized as valid until proven otherwise, and he was not free to marry your friend. your friend therefore is in an illicit marriage, and cannot be received into the Church until that situation is resolved. She absolutely must discuss her entire marriage situation with the priest overseeing her preparation before she even begins the RCIA process. It is simply unfair to her to allow her to progess to the point of the rites of Lent when she cannot be received at Easter. There is nothing anyone here can do, or you can do, to help her except to urge her to see her priest without delay.
