From what I know it was during the Last Supper when Jesus said ‘do this in remembrance of me.’ They didn’t receive jurisdiction until after the Resurrection. Although I don’t know if Judas was ordained or not. But Tradition points to the fact that the Apostles were ordained and consecrated by Jesus.
 
The Apostles were ordained by Jesus. They received their Holy Order “powers” in stages though–the ability to forgive sin (John 20: 19-23) came separately from the ability to ‘confect’ the Eucharist (the Last Supper). And because they also received the ability to confirm (baptize in the spirit) and ordain, they were bishops and not just priests. As the church grew, but still right near the beginning, the apostles other men as deacons (Stephen) and priests (Timothy and Titus). Matthias, however, was also ordained a bishop because he replaced Judas.
