Apostolic Blessing for wedding anniversary if mixed marriage?

So I was going to ask for an Apostolic Blessing for a couple who have their marriage convalidated in the Catholic Church, but only one of whom is Catholic (the other is Protestant and considering conversion). The Blessing asks for a Declaration of Eligibility from the person requesting it:

On the instructions page it explains:
the person ordering the parchment is asked to make a “declaration of eligibility” (in other words, that the persons for whom the Blessing is intended are both Catholic and practicing), expressed simply by a short declaration, by one’s own responsibility, agreeing to the necessary conditions.
Does this mean that it cannot be requested if only one of the two are practicing Catholics, but their marriage is convalidated?

There is a phone number on the website that I can call, but the office doesn’t open for about seven hours and I thought maybe someone here might know.

I’m not certain, but I don’t see anything in what you’ve posted that would exclude the couple. The blessing (based on the above) would only apply to the Catholic party, perhaps; and to take my guessing-game one step further, I wonder if the blessing would “take effect” for the other party upon being received into the Church(?)

An Apostolic Blessing? Do you mean a Pontifical Blessing?

Our diocese directs us to the Office of Papal Charities in the Vatican. I forgot to call there by 2 p.m. CEST so I’ll try tomorrow.

@Cor_ad_Cor exactly what I was thinking. I’ll ask the office and post what they say.
 
So I called the office and they said that it doesn’t matter if the other spouse is not a practicing Catholic, as long as one of them is and their marriage was in the Catholic Church or convalidated.
