Are all Priests in an order?

No. Diocesan priests are not in any order; they are simply under their bishop. Most parishes in the US are staffed by priests of the diocese.

The standing joke is that priests in an order toake the vow of poverty; the diocesan priests just live it.
 
“Order” means different things in different contexts. All priests, bishops and deacons are in Holy Orders, so in that sense, the answer to your question is yes.

There are also religious orders, which are communities of men or women living under a particular religious Rule. This is not the same thing as Holy Orders, which is a sactamental state. Not all priests are members of religious orders, so in that sense, the answer to your question is no.

Some men in religious orders, being priests, deacons or bishops are also in Holy Orders. Other men and all women in religious orders are not. Then finally there are the laity, who are completely disordered.

That was cute! I have known a number of Priests in the military chaplaincy and they would have agreed. That was one of the benefits of being allowed to be a chaplain (good pension in the end). The military certainly needs many more dedicated Priests willing to serve in the armed forces.
