Are all you can eat buffets sinful?

Would an all you can eat buffet fall under the mortal sin of gluttony?
 
In and of itself an “all you can eat buffet” is not sinful. It is simply food placed out for consumption. It is the actions of the individuals that consume it that may or may not be sinful.
