Are Babylonians and Assyrians interchangeable terms to refer to the same people during the exile period when the Bible refers to them capturing Israel and Judah?
Assyrians and Babylonians are two different peoples living in two different countries, around what is today Iraq. Assyria came into its own around 850 BC and lasted until about 600 BC. Then the Babylonians became powerful around that time and lasted until the Persians took over around 550BC.

The Assyrians conquered the northern kingdom and scattered their people, while the Babylonians took the people of Judah into captivity, but didn’t actually scatter them around the empire like the Assyrians did.
