Are Baptisms Public Record?

I am attempting to fully convert to Catholicism and my former husband may have been baptized/confirmed as Catholic even though he wasn’t remotely close to being a “practicing Catholic” when I knew him. I am trying to file for an annulment and all my attempts to ask him if and where he was baptized have been ignored. I can’t verify what city it would have even been in as I knew his family moved around a lot and I don’t even know all the cities he’s lived in so I can’t call. Is this a lost cause?
 
Sacramental records less than approximately 100 years old are generally not considered public records. However, at the time of your marriage your husband would have had to submit his baptismal record so the parish where you were married should still have that information and if they won’t provide it to you then they should be able to provide it to the diocesan tribunal handling the annulment.
