Are all bishops considered to be apostles? If not, does the title or term “apostle” still used to describe anyone within the Church (except for the 12 Apostles)? Or a founder of an apostolate?

Bishops are the sucessor of the Apostles. Since the word “Apostle” usually only refers to the twelve plus Paul, then Bishops are not an apostles. But they have all the rights and priveledges of an apostle.

According to the entry for “Apostle” in the old Catholic Encyclopedia,
which can be viewed at:

Bishops are successors to the Apostles. However, the Apostles had some personal prerogatives that were unique to them. For example, the Apostles had universal jurisdiction over the Church, while the bishops have authority only over specific geographic areas.

The Bishops are successors of the Apostles. But they are not apostles individually, but collectively, yes.
