Are Divine Liturgies in the Eastern Catholic liturgies and Orthodox liturgies ever said or are they always sung? Thanks.

They shouldn’t be, but it happens. I’ve never experienced one, but I’ve heard about them.

You’re right: it shouldn’t occur but it does.

It’s common among the Maronites to have Mass that is 90+% spoken with only two or perhaps 3 parts sung. This is particularly true on weekdays, but does happen occasionally on Sundays and feast days as well.

I’m not sure, but I believe the same was true of the Syro-Malabars, at least in the past.
 
I’ve seen quite a few. Weekday liturgy, no cantor, only a few people
 
Progressive solemnity was initially introduced as a Latinization. Many Maronite clergy have adopted the ridiculous idea that chant is diametrically opposed to prayerfulness (there are prelates I know who have made it abundantly clear that they do not want the diptychs chanted, for instance).
