Are Eastern Orthodox a part of the true Church?

A Catholic friend of mine told me that Catholics believe that the Orthodox are part of the “True Church.”

Is he right when he says this?

Are Orthodox part of the universal Church that Jesus founded?

Hi,

To the degree that they have Apostolic Succession and have valid sacraments they are. To the degree that they do not recognize the authority of the Pope who is the successor to St. Peter, they are not.
