Silly question but was he vested as a deacon?
No, I guess that’s a good question. Silly answer: I’m not sure. My recollection is that he was wearing something like an alb? Maybe with stole (?) over his shoulder? Not 100% sure.
If I saw a deacon (in this I mean an actual deacon (transitional or permanent), distributing communion at the EF, I wouldn’t even bat an eyelash.
Right. After the fact I thought my response may have been mistaken or unnecessary.

Traditional Latin Mass: Translation and Grammar

It does happen, however we are not supposed to give the names of parishes Priests etc., but i will pm you the name of at least one church where it does indeed happen if you are truly interested. Let me know and you can certainly verify for yourself.
How’s this coming?

NOPE!!!. One of the the beauties of it!. The priest and deacon only gives out communion. While the faithful kneel at the altar rail. Same thing in the Divine Liturgy of St John Chrysostom in the Byzantine Rite, and Orthodox Churches. No lay involvement.
