Are Jews, outside of Jesus Christ (Jesus of Nazareth) supra-clerical? That is to say, are Jews who have not accepted Jesus Christ as their/the messiah above the clergy (First Order)? This is not in regards to Mary, Christ’s spouse.

What do you mean by “First Order” and why would they be? What does it mean to be “above the clergy”?

Mary is Christ’s mother, not His spouse.
