Are non-Catholics sinning by not joining the Catholic Church?

I know that it’s grave matter to leave the Catholic Church, but is it grave matter to not join the Catholic Church?

Does that mean all of the ignorant Protestants, Muslims, etc. are venially sinning by not being Catholic?

Or is there more to this?
