Are the SSPX and SSPV in communion with the Catholic Church?

In light of the CONGREGATION FOR BISHOPS
DECREE REMITTING THE EXCOMMUNICATION “LATAE SENTENTIAE” OF THE BISHOPS OF THE SOCIETY OF ST PIUS X
, is SSPX in full-communion with the Holy See and the Catholic Church? Or, are there still impediments to communion?

Can a catholic receive the sacraments at an SSPX mass licitly?

Lastly, can a Catholic who received all of their Sacraments of Initiation under the splinter group SSPV receive communion in a common Catholic church?
