Wikipedia gives two Ash Wednesday blessings,
“Remember that you are dust, and to dust you shall return.”

and

“Repent, and believe in the Gospel,” with the first being pre-1969 and the second one as the official Roman Rite blessing.

However, I only remember the first one. Granted, it’s been a long time since I’ve gotten ashes. Are priests allowed to use either?
 
They are both proper & used interchangeably. The “Remember” one is the more traditional blessing. Depends on the Priest or Deacon.
 
I prefer the first, but haven’t heard it in years. I wonder if people got upset being reminded that they are going to die.

YES.
 
What is the reply from the one receiving ashes, I forget?
 
Today the Bishop discussed both blessings.

We used the blessing from the Ministry of Jesus

Repent and believe in the Gospel…
 
During the school Mass (which was attended by parishioners, students and teachers) the priest and the teachers (as EMHC) distributed the ashes. We used the Memento (Remember that…) except for one EMHC (the High School principal) who used the Paenitemini (Repent and believe…)
