Can a person who is not Catholic (but baptised in another Christian religion) receive the ashes on Ash Wednesday? This person has been attending weekend Masses and Holy Day Masses. But, obviously, does not receive Communion.

They certainly may. Ashes are a sacramental and non-Catholics may participate in receiving ashes.
 
I would ask a priest, but reason tells me that since it is not a sacrament, they could. It seems like a good practice for catechumens, especially.

Will you have any opportunities to talk to them about entering the Church? I would definitely try if you can find (or make) an opportunity.
 
We are not the only ones who celebrate Ash Wednesday with the imposition of ashes so, yes, it’s perfectly OK.
