With every thing going on at the moment (they could be very buzzy) ,a couple of months ago I was told I need to make appointment with the dean could i do it over the phone or wait till every thing go back to normal

No one can answer this without the context. Dean of what? Who told you to make an appointment with the dean? Why?
 
You could make the appointment over the phone and see what they suggest.

Simply call the parish and tell them what you need. The Pastor will handle or they will put you in touch with the Deacon.

FYI, there are deans in the Catholic Church: parishes are grouped into deaneries and one of the pastors will be appointed dean, in order to coordinate things in geographically close parishes when needed.
They are becoming more active in our dioceses than before, but it is always behind the scenes. Lay people would rarely, if ever, be referred to a dean.

Just FYI, I assumed you meant deacon.

Ah, I understand. Yeah, I’d just call and see what they suggest. No harm in making the call.
 
FYI, there are deans in the Catholic Church: parishes are grouped into deaneries and one of the pastors will be appointed dean, in order to coordinate things in geographically close parishes when needed.
And just as FYI - some dioceses do not have deaneries. The Archdiocese of Philadelphia didn’t have deaneries until Archbishop Chaput created them. Before then, each pastor reported to an Auxiliary Bishop instead.
 
Catholic cathedrals in England and Wales also have deans.
