I like to spray/put holy water around the house every once in a while as a sort of blessing and I was wondering if a lay Catholic can use an aspergillum to dispense holy water or if they are reserved to the ordained.

The aspergillum is a means to sprinkle holy water. I’ve seen a handle with plant strands (hyssop maybe?) used before in the Eastern Church. As long as you don’t use it in a ritual meant for the priest alone to do, I see no problem using it. 🙂

And of course the standard answer, “Ask your priest,” may do well here. 👍
 
I wouldn’t feel comfortable using an aspergillum because of its association with the priesthood and with the sacred liturgy. Alternatively you could buy one of those little plastic bottles with a spout labeled “holy water” that they sell in Catholic bookstores and online. That’s what I use around the house. For that matter, you could use any bottle which you don’t use for ordinary purposes, but the ones with the fold-over spout are nice because they sprinkle well and don’t drench.

I concur 👍 Seems the simplest way to go
 
I would use it in private but not public.

I would use it around the house for my own personal use but would be very hesitant about using it where people would get the wrong impression, thinking that I was a priest or something.
