Since the Assumption falls on a Saturday this year, does it fulfill the Sunday obligation for the Twentieth Sunday in Ordinary Time?

That depends. If the Mass is before 4:00 PM Saturday then it does not fulffill the Sunday obligation. If it’s after 4 on Saturday, then it does.
 
I believe in most dioceses, since it falls on a Saturday, the obligation is actually dispensed, in favour of the following Sunday. So if Sunday morning Mass is your practice, it is good for August 15-16 also.
