No. Only an Office of the Holy See (technically called a Dicastery) has authority to teach in the name of the Church. The ITC is an advisory group to the CDF (which, obviously, is a Dicastery) and thus has no independent authority.
Anything published by the ITC would be considered the work of private theologians (albeit very influential and knowledgeable private theologians).
The conclusions, which the Theological Commission may have reached in the plenary assembly or in the special commissions, as well as the individual views of its members, will be submitted to the Supreme Pontiff and presented to the Congregation for the Doctrine of the Faith for examination.
