I think your conclusion is true, but the premise is false. I don’t think that a lack of mortal sin is all that is required for implicit baptism. Baptism is never offered by the Church without a profession of faith, and this requires an act of the will, intellectual assent, and a commitment/covenant to persist in the baptismal vows.

Implicit baptism of desire. Those who have never been baptized can be saved if they are moral people and if they are invincibly ignorant, both of which are requirements for being in a state of original sin only.

Fortunately perfect charity is not required for anything but entrance into heaven. While we are on this earth, we cannot know the secret intentions of our hearts, and therefore, cannot be confident in perfection.

It was widely taught by theologians for some time that implicit baptism of desire required perfect charity.
