In my version of Christian Prayer it says that when Epiphany falls on January 8 the Feast of the Baptism of the Lord is omitted. Yet other liturgical calendars and actual practice show that it is simply transferred to Monday.

Was it once omitted in these circumstances or did the US Bishops change the calendar?

The calendar changed.

Christian Prayer was published in 1976, when in cases such as this year, the Baptism WAS omitted.

This changed, I believe in 1977, after Christian Prayer was published.

No new edition or ISBN of Christian Prayer has ever been produced, so this rubric remains in print. This will reflect current practice once the new translation is promulgated.
