Does LA have more of a dry heat like Phoenix?
If yes, evaporative coolers work quite well. I’m afraid it doesn’t work in more humid environments.

I’m near the beach, and normally the humidity is a little higher than it is inland, but for the most part, especially in the summer, we are dry. And when the Santa Ana winds blow in from the northeast, or a high pressure system squeezes in like it is now, we are very dry, so evaporative coolers work when we need them most!
I just came back from the store with some cold sparkling water for the fridge and some ice cream for the freezer, as both will be needed in the days to come

Ice cream! I want some ice cream, too! I haven’t had ice cream since Moses was a teenager! Gotta keep The A1C in a good normal range. I still want ice cream!
