Do you have to have the approval of the Bishop where you reside to enter a Seminary to become a priest?
 
If you are becoming a diocesan priest, yes you need your bishop’s approval. Diocesan priests serve the bishop of their diocese.
 
Or you could enter a religious order and be ordained there.
 
Do the Bishps or Religious Superiors have a set of standards put forth by the Catholic Church as a whole that the candidate has to meet or is it controlled by the individual Bishops and Superiors?

Both.

There are Catholic Church wide standards. Like male, heterosexual, minimum age etc.

Then there are different rules by sui juris Church, like whether to ordain married men, and under what conditions.

Finally, each diocese and order have there own regulations on things like maximum age, educational requirements, etc.

The Church has some set guidelines, look to Canon Law and in the United States of America there is the Program for Priestly Formation, fifth edition.
