So if a protestant minister says the Holy Spirit chose him through the congregation, and points to the faith, hope, and love of the people as proof of God raising up a Shepherd for the flock, how would we specifically argue against this?
The protestant minister was most likely hired by the church elders. So maybe they prayed that the Holy Spirit would guide them, the fact remains that they hired the minister – I think the burden would be on the minister to explain how this is “proof of God raising up a Shepherd for the flock.”

D-R Bible, Haydock Commentary:

In Matthew 19:28 our Lord Jesus Christ told the 12 apostles that they would sit on 12 thrones judging the 12 tribes of Israel in the “regeneration” when the “Son of man” [a title of our Lord in His relationship to Israel] sits on His throne, which will be on earth at His 2nd coming. Peter and the other apostles are given great authority in this coming kingdom. They will “bind and loose” as judges over Israel. We see a sample of this in early Acts. You will note that in Matthew 16:19 Peter is given the “keys of the kingdom” not the keys of the Body of Christ. This is the long promised earthly kingdom for Israel.

the Protestant excommunication has nothing to do with the Catholic church.
However, even with the Catholic church we can conjecture and speculate but the Catholic church does not declare that a person is in Hell.
