A scholar named V.K. Robbins has tried to demonstrate that Luke meets the criteria necessary to count as a member of the Roman genre of biography. This is in his document “Prefaces in Greco-Roman Biography and Luke-Acts.” Some other scholars disagree, so I guess the safest thing to say is that there is no consensus.
