It’s certainly nice to see a white Norbertine biretta, but NOT during a procession of the Blessed Sacrament, when uncovered heads are to prevail! :eek:
Surely they’re not Norbertine anyway? It just looks like an awfully hot country (where one wears white instead of black).

Dappled Photos identified the wearer as a Norbertine, but that could have simply been an assumption based on the white garb. Still, do you know of any other groups - even that wear white cassocks/clericals - who wear white birettas?
 
In addition to wearing the biretta in the presence of the exposed Sacrament, the cleric is wearing a four-bladed biretta (signifying a doctorate). This should only be worn in academic settings, and not liturgical.
 
I discussed the question with Archbishop Eusebius Beltran (Archdiocese of Oklahoma City) yesturday (2/16/08) and he definitively answered the question. His Excellency said, “It is very easy, deacons, priests, and bishops are ordained, everyone else is installed.” So there it is. 🙂
