Bishop's retirement and blessing a new school

After he has submitted his canonical retirement notice, does the bishop of a diocese usually conduct public buisness? My parish will be opening a preschool with a formal blessing, and I am trying to figure out if he will be there or not.

If he will be, is the blessing from the Bishop’s Ritual for a school different than that of a priest in the usual Book of Blessings?
 
Has his retirement request been accepted? Is he still the Bishop of the diocese, the Apostolic Administrator, or an Emeritus Bishop?
 
It has not been submitted yet. The retirement request will be done in mid-July, and the blessing in mid-August.
 
He won’t cease being an ordained bishop, just his “jurisdiction” may change, depending on the timing and sequence of events. Therefore, unless his immediate successor in charge of the diocese prohibits him (assuming that person even has canonical authority to do so), or unless canon law itself prohibits, he could still do the blessing.
 
It depends. Many bishops become bishops emeritus of their dioceses after retirement and will continue to reside within the borders of it and sometimes are called upon to perform duties for the Church in retirement. So he may still be able to be there in mid-August even if he is retired. Some bishops are told to basically “hit the road jack” and move out of their current dioceses upon retirement. It basically depends upon his standing with the Vatican and the decision of Pope Francis.

His resignation does not go into effect until it is accepted. Before that point, it’s business as usual. So as long as his resignation isn’t accepted before August, there shouldn’t be any issue.

As to whether the bishop follows a different ritual for the blessing of a school, I can’t say for sure. Interesting question. I wouldn’t think so, but I don’t really know.
 
A small “Thank you, Jesus!” for a new Catholic School to be dedicated!!! We see schools closing left and right. <3
 
It’s an expanded preschool building, really. But it’s phase 1 of a now-completely fundraised capital campaign that includes a perpetual Adoration chapel, parish center, and 2 new classrooms for the actual parish k-8 school.

Yeah, absolutely.

It’s crazy- we raised 7 million dollars (pledged dollars) in 6 months, when parishes larger than us have been fundraising for similar ones for wayyy longer.

And in some cases, that takes years . . . when it happens in a week or two, it tends to be a sign that Rome wants him out now . . .
