A priest most certainly could bless an ice rink. Don’t know if it’s ever been done, but there is no reason he couldn’t. And yes, holy water could be used. No reason why not.

I’m sure our Bishop has probably done it. He’s one of the biggest hockey fams I know! Don’t see how putting Holy Water on the rink would impart any blessing, but you could do it just like sprinkling it around your home.
