In reply to your comment about baptism…

I simply quoted the words of St Peter … The context of his words is directed at people that had … or would, make a personal decision.
… Jesus himself was baptized… and that is when the Holy Spirit came upon him… just as St Peter described.
Jesus was dedicated by his parents, as a child, but he himself demonstrated what St Peter taught the early Church. In fact Jesus insisted on being baptized … in order to fulfill all righteousness.

Jesus always, throughout his ministry, demonstrated by example that which he required of his disciples.

From John ch3

Jesus answered and said to him, “Amen, amen, I say to you, no one can see the kingdom of God without being born 3 from above.”
4
Nicodemus said to him, “How can a person once grown old be born again? Surely he cannot reenter his mother’s womb and be born again, can he?”
5
Jesus answered, "Amen, amen, I say to you, no one can enter the kingdom of God without being born of water and Spirit.

What is born of flesh is flesh and what is born of spirit is spirit.
7
Do not be amazed that I told you, ‘You must be born from above.’
