No, however, many parishes do not have the time/staff/facilities to have a program for the already baptized non-Catholics, let along fallen away Catholics so everyone gets lumped into RCIA prep.
Common sense would advocate the reverse, that the program for initiation into the Christian faith (Rite of Christian Initiation of Adults) should be scrapped and in its stead, a course especially designed for returning Catholics AND one for baptized Christians be implemented. It would serve the greater good instead.
