Boss fired co worker

If/when I do quit, what could I say? I was thinking to just tell him the truth, for the way he fired her.
I would probably say that you found a different job because you were concerned about the sudden downsizing in your department and wanted a position that you would not fear was going to be eliminated without notice. That would be why I’d find a different job. You’re not burning bridges with the people you worked for by saying you aren’t willing to hang around when there are unannounced firings going on. That is a logical move.

You don’t have to tell him that you know he literally told the fired co-worker that the department was going to be eliminated. Having said that, he might even say, “You’re pretty smart; that’s why I like you. Yes, that department is going away, and you’re smart to find something else if you can.” That may be the truth, and he chose the one employee who he thought was most likely to be able to maintain the position single-handedly in the meantime.

Oh, well. It’s an HR mistake to scare the horses.
 
That’s very true. While most employers just do basic references that confirm you are who you say you are and that the facts you have given are correct I wouldn’t trust someone like this not to retaliate if you left on bad terms.
Leaving because the business is doing sudden unannounced layoffs is not leaving on “bad terms.” Having said that, the OP has barely worked for her current boss. She’d do better to use someone else for a letter of recommendation. If her prospective employer wants to know why she’s leaving, she ought to say, “My immediate co-worker was let go without any notice, and our boss implied to her that our department was slated for elimination. I don’t want to take any chances.” That is a reasonable reason to seek other employment.
 
No but saying to your employer that you are leaving because of their unprofessional behavior and how they treated your colleague would be bad terms even if it is true.

Very good point! I did quit actually, but I didn’t say anything about his unprofessional behavior.
